Notary initially appointed for certain districts in Tamilnadu. Extension to cover Karaikal district of Puducherry sttae applied. As extension sought is for another state, application filed to the Central Govt as long back as 2008. The PDJ' directed due fees which accordingly remitted. No decision was taken up by the Centre so far. A second application was also filed before the ministry direct by post, as the procedure would be to file such an application direct. The filing of the earlier application to the PDJ may not be correct. Even the second application has not been answered so far. More than three years from the second application lapsed.
What would be the remedy? A writ is preferable? Any other alternate remedy?
