Hello,
You can again apply for mediation as previous mediation was not successful. If other party reject it then there will not be any mediation. You have to proceed with the court case.

Despite the fact that the party has participated/attended mediation proceeding it is unwilling to settle the dispute amicably hence a non-starter report is being issued for further proceeding in a commercial suit.
