Non-cooperation by co-owner

Hello,

I am living in a Apartment where water is leaking in a flow into my balcony from my top house balcony whenever they are pouring water.  I have requested them to set right the same but they showing reasons that they are also facing same problem from their top house.  I have told them to talk to their top co-owner and set right the same but they not acting upon it.  Can I take any legal or Law & Order action on them ?

Quick Summary
A flat owner is experiencing a water leak onto their balcony from the flat above, caused by the co-owner pouring water. Despite requests, the co-owner is not addressing the issue, claiming they have similar problems from their own upstairs neighbour. The flat owner is seeking advice on legal or law and order action as the building lacks a registered society for dispute resolution.

Hello,

Try to resolve the problem by amicable settlement with your neighbour. If it is not resolve you can complaint to society.
