Non cognizable offenses

One FIR was lodged with section 186,504,506 IPC In Uttarakhand . All these are non Cognizable section . Can Police directly register FIR and start investigation or They have to take permission first of all from the court . Kindly advise . After investigation , They have removed ipc 186 . Without evidence They have submitted chargesheet , it is in actual Fully fake FIR . My question is that the Offenses are non Cognizable , so the police can directly register FIR and start investigation without the permission of the court or they have to seek permission .

Yes ,court issued summons after taking cognizance on filed chargesheet
