Noc not granted for higher studies

I work at an autonomous institution as a LDC . I have already B.LIS degree registered in my service book.  I am now trying to study MLIS in ODL mode through IGNOU . But the authority has rejected my NOC application stating that it has no connection to my work. What can I do now ?

This cannot become a reason to reject your application to pursue higher studies. 

You can approach administrative tribunal with an application seeking direction to authorities to permit you to pursue the proposed higher education subject to service exigencies.

The organisation shall permit you for further academic improvement when they find some benefit arising out of such studies / course.
