Noc from nri sibling.

My father in law has brought a property years back which has not been transferred till date, last year my mother in law also passed away. now the property has to be transferred to my wife's & her 3 siblings name who are NRI's for which we need to get NOC and what other Documents are needed from them to do the needful, what should be the content of the NOC and other documents. i need proper guidance regarding the same.
