Noc

if I apply for govt job during unemployed but before exam I get a govt job and subsequently pass the former mentioned govt job then if I face any problem as I haven't submit NOC that time because i hadn't got the later govt job while apply for the job???

NOC if required by any employer, you need to mandatorily provide it.

Either you ask or argue! Employer has the right to take NOC from its previous employees' Employer.
