No promotion

I am an employee of TSRTC(Telangana govt undertaking) working as Junior Asst. I along with 4 others were recruited under particular zone called Greater Hyderabad Zone...In the same recruitment notification some of my colleagues we're recruited in different zones(karimnagar&Hyderabad zones)..Now, the issue is though we all were recruited under same notification...my colleagues from other zones got promotions after 4 years of service...But still we (5 members of GHZ) are working in the same post even after completing 5 years of service...Can we approve labour court for justice because we are loosing seniority when compared with other zones...sir/ madam...Any one plz reply ....
