No objection certificate

I am in karnataka state government PSU job. A departmental enquiry and reenquiry is completed.. Charges are Not proved..Final order is being pending against me since 1 year..and I want to write KPSC exam this year but i have not been given permission by department to write exam. What can be done?

You wait or file writ petition deeking permission to apeear in the examination,may be you will be granted conditional permission and also you can call for enquiery report too...

Sir, enquiry is conducted and is not proved against me and again they conducted reenquiry, that is also not proved..purposefully they are dragging to issue final order..entire process they took is 4 years..still no increment and no benefits..what best I can do? Thought of resigning
