No investigation by police, principal secretary, tamil nadu information commission

Sir, I have an question regarding combining a new criminal case with 2 other pending Writ Petition [WP] cases on the same subject matter.

  1. On 11.06.2015, I lodged a complaint petition to the Principal Secretary, Commissioner of Commercial Taxes, Chennai about the fraudulent VAT Registration Certificate Address amendment from Shop No. 213 into 213, 214 & 215 using fabricated rental agreement. so, on 01.09.2016, I demanded the investigation report via RTI Act, but the Principal Secretary Office refused to furnish the report. This case [Wp] is currently pending before Madras High Court, Chennai
  2. On 02.01.2015, I applied the RTI Application about VAT Registration Number Details for Shop Numbers 214 & 215. But PIO claimed that VAT No for 213 is also applicable to 214 & 215. Therefore, on 06.11.2015, Info commission ordered to justify the VAT Registration Certificate Address Amendment to PIO from Shop No. 213 into 213, 214 & 215.  On 12.11.2015, I received a false, incorrect informations from PIO. Therefore, I lodged a complaint to Info Commission with records, how PIO is false and or incorrect. On 15.11.2018, Info Commission without considering any documents or records, closed the case. This information commission order is now challenged before before Madras High Court, Chennai.
  3. On 14.11.2018, my father lodged a police complaint regarding the VAT Registration Certificate Address amendment from Shop No. 213 into 213, 214 & 215. But Police did not interrogate my father [complainant],, and in fact, police created my father's 161(3) statements by Police. Also, prime accused not intestogated. On 01.07.2024, Police filed the charsheet with fabricated 161(3) statements. Last month, we wrote to higher police officials for further investigation as no interrogation done by local Police. Now, we are considering to file the Petition within 10 to 15 days before High Court, Madurai Bench for further investigation. 
  4. In All three matters, no investigation was done by Principal Secretary, Information Commission and Police on the same Subject matter. Why can't we combine the new criminal case to pending 2 WP cases together? Is it possible? How would you handle it? Thanks a lot.

Since you have already file writ petitions, it is advisable that you better wait for the disposal of the WPs and then decide about further course of action
