Nithari Killings! 4% conviction? criminalising society?

 A low conviction rate indicates

- Either cae was falsely implicated

-Investigating handled without proper care

-Procedures of court (irresponsible case listing and elongated prosecution) are not spruced up

-Judgement is not reasonable

-Criminals are helped to thrive for money

Is there any investigation regarding causes of same and solutions being looked into?

If YES, what is it?

If NOT what is to be done?

CBI had said in the beginning that Pandher was innocent. How efficieny is CBI has been seen in Bofors and Aarushi murder cases.
