when i account is bolcked can i put the petiision of 138 ni act agenst the chq oner

if the chq is dishonored then you can file a complain u/s 138 of N.I act.

blocked means by the act of the court or by the party if blocked by the party then u can file complaint after send notice to accused

well it all depends on the pleadings and cicumstances of the matter. Now days most of the courts instead of going deep in the matter just issue process as a routine.
