If the neighbor's acts cause you any damage/harm or inconvenience due to privacy issue, you may either talk to him or make a complaint to the association about this.

Before that confirm that if the door is meant for opening to his convenient or it should always remain shut because you are being disturbed

Wihtout knowing the bylaws of the association you may not be able to get any solution to the so called problem.

Also make sure that you are not depriving his rights to open his window and his door due to your objections.

It is better to discuss and sort out the issue amicably with your neighbour seeking help of respectable persons of the society before restoring to legal option(s), which you can take at any point of time.

Believe your apartment has an association, so what prevents you from making a complaint against the neighbor with the association, there are plenty of remedies to overcome this, you may discuss with a local lawyer also to escalate the matter legally if other sources fail to fetch frutiful results.

File a police complaint against such neighbour.

You may or may not issue a legal notice to remove unauthorised door stated to have been installed by your neighbour.

It is better to consult and engage a local prudent lawyer for analyses of facts / documents, professional advise and necessary proceeding.
