mutation without probate

hi, plz tell me weather a mutation can be done only on the basis of the registered will even if there is no probate?

There are certain cities (in which property is located) where probate of Will is not a must or is not required (Emphasis - Indian Succession Act) .  In such a scenario, the authority may accept the Registered Will for the mutation purpose.  In any event, if one may get the NOC from other 'near relative' then also mutation may be done.
