Mutation in dda

my farther from jammu now deceased ,allotted plot dda (32sqm) under ROHINI SCHEME of DDA 1981. to transfer the allotment on my mother's name.the DDA has asked us to submit Affidavit ,Indemenity bond n Consent letter  duly attested by Subregistrar.Since my mother is unable to travel to delhi  ? can she submit the docs required by DDA for mutation duly attested by sub registrar Jammu. Pl advise ,as some agents are advising that she has to come to Delhi for this
