Please reply to few queries.

After the election date is declared i.e. on 17th April for the election on 17th June (two months before) and the final list displayed. The code of conduct of election is in-force. The existing committee  becoms ineffective and cannot take major decisions execpt day to day expenses. ANd also the programe for election schedule ia also displayed and last date of nomination is on 11th May 2011

Question  Can the outgoing managing committee of society call for an SGM on 8th May 2011 at this atage to approve leakage exepnses approval from SGM which is above Rs 1 lacs as an emmergency to appease voters and who opposes to give teir bad impression of objection,  when election code of conduct is in-force(effective0. (emmergency) to approve certain leakages work amounts to above Rs 1 lacs which needs SGM/AGM approval

2nd mistake is done byt the returning officer that in the final list he has removed the Joint member's name from final elligible voters list and added the Associates members ame. Joint member has purchased the flat.Is it not misconduct and will take the electiion to quash or becmoe null and void. Please Advise.
