That is as per rent agreement, if there is no rent agreement then you will pay for usage charges, that is for the time you were renting the place.

So that means I don't pay the whole electricity bill for entire month to the electricity office...I pay only partial payment to the landlord for that many days during which I stayed in the house and used the electricity by taking the electricity meter reading upto the day of my leaving?...
