Memorandum of Marriage

The Husband has the liability to submit a memorandum of his marriage performed under Hindu Marriage Act, to the Registrars of Marriage, wherein the Bride, the Groom and the Priest sign claiming the marriage has been solmenized on the date mentioned therein,  what is the status of the three witnesses who sign the memorandum, are they held as witnesses to the marriage or are just witnesses to the execution of the memorandum.

They are witness to the registration of the marriage.
