Meaning of istagasa in context of 156 (3) revision

Hi,

I was going through a recent judgement of a sessions court in a revision filed against the dismissal of a complaint under 156 (3) crpc.

In the order the sessions judge said that:

"In light of the opinion of a bench of the Allahabad High court, once a petition is dismissed under 156 (3) crpc by the trial court, it cannot be revised. The only option left to the complainant is that he files ISTAGASA."

Could someone please tell me the meaning of ISTAGASA?

Also can someone provide me with the citation of the Allahabad high court that is mentioned in this order.

I have a similar case against me which was dismissed under 156 3 and is now filed for revision.

                                            ISTGASA IS WORD OF URDU WHICH ALSO MEANS A COMPLAINT AND  SECTION YOU MENTION IN YOUR QUERY IS NOT A COMPLAINT BUT IT IS PETITION BEFORE THE COURT FOR ISSUING THE DIRECTION TO POLICE .
