Mcd aided school teachers are government employees?

MCD aided schools teachers get 95% of salary from MCD (though not getting it for years now in reality). 5% is paid by the management of the adided school. Teachers are issued MCD ID cards. Are the MCD aided private school teachers government employees?

No, they are not Government emplyees i.e. public servants.
