mangalore air crash- compensation issue

dear members,

as u know well last month there was an air crash at mangalore in which more than 158 people died.

now government is making ex gratia payment to the dependants of the deceased.

if rival claims are made by the father and wife of the deceased who is entitled to the compensation?

whcih is the law governing this issue.

pls help.
