mandamus to enforce private rights

dear mr sekhar kumar , i mean mandamus  also enforces some private righrs also when withheld by public officers.in order that mandamus may issue to comppel to do something , it must be shown that statute  has imposed a legal duty  and the appellant has a legal right  under the statute  to enforce the performance of that legal right..my query was issue of writ of mandamus -its scope and absolute indication  when demand comes as private rights.
