Making a door from appartment

We have. Two floor duplex appartment. The top floor of the apartment has no exit and no door. There is an internal staircase from top floor of duplex to the lower floor.

We want to make a door from the top floor of the appartment to the external staircase for fire safety reasons and convenience of older parents.

Do we need to take permission from the appartment association and what is the recourse if they refuse.
