I assume the word FROM is missing.  In that case, yes, husband can get maintenance from his wife if wife has stable income and husband has no income under 125 crpc.

Yes in theory, but rarely in practice as far as I know. But almost always ordered if wife isn't working and husband is. If he doesn't pay, he is mercilessly thrown in jail until he pays her.
