Maintainance procurement and penalty on not paying maintenance

I have purchased an apartment in Bangalore, the Association for the Apartment is still under registration process. We as owners have elected Association Members but the Association registered number is not generated yet. The status is like this since last 2 months. The elected members hence are not able to open a bank account in the name is association and registration process is in progress with no registration number in place yet. They are forcing owners to pay maintenance in cash. Is this procurement of maintenance legal? Can any un registered Association charge late payment of maintenance in case the owner refuse to pay in cash. And Ask them that the owner will only pay once the Association bank account is ready.

Though members are selected, the society is not registered yet.  Without registration, no member cannot collect legally any amount.

Is it society registration or association registration.
