Main list vs reserve panel

Dear sir, I have some doubts regarding main list and the reserve panel. For example the main list was published for a recruitment on 18.02.2022 and subsequent reserve panel was not published simultaneously at that time,  and appointment against the main list was made on 29.04.2013. Subsequent reserve panel was published on 28.11.2014 i.e., after 2 years and appointment was made on 18.02.2015. Is it valid. In this scenario, can a candidate from reserve list can ride over against a candidate from main list based on marks.

The simple policy is if the reserved vacancies were not filled due to non-reporting or not finding suitable candidates, the vacancy should be carried over to the next qualified and even if there are no qualified candidates, the vacancy should remain and s and to be carried forward for next recruitment police.  Aa such reserves can not be filled with other qualified candidates as per policy.

You can file RTI online application and can get a copy of such laid down procedure for filling reserved vacancies if no candidate from the reserved category is qualified and selected.
