Mahda transfer sale

There is a mahda property for the mill workers it is said that they cannot sell legally but many have sold using a sale deed....but officially not transferred...since the 10 year lock in period has got over any suggestion ove procedure to transfer the property??

Such transfers are based on mutual confidence. The buyer could be trouble if the seller subsequently changes his stand.
