Locked grill on the 1st floor staircase of the building

I live in a 2 storey building and it has only one staircase for going to the 1st , 2nd floor and the terrace. The 1st floor resident has put a locking grill on the 1st floor which he locks in the daytime and at the night as well. Every resident has a key to the lock but it is causing problems for the maids , delivery guys etc. He had not taken any permission from the society for this grill. This is causing a lot of problems to the 2nd floor residents.

I think this grill is illegal as it blocks the stairways and i want it to be removed.

Please help

the staircase is a common property. if all the owners of 1st and 2nd floor residents have given consent. then the grill can be installed. otherwise not.
