Life certicate not required

Hello sir,On 20th of Aug 2014, my In-law registered sale deed for a plot on his name from a Power Agent @chennai. As per the rule , original life certificate of the principal has to attached along with sale deed. But, the mediator attached only the photocopy of life certificate and informed to us that as per new GO, life certificate of principal is not required. Is it true? 

Note: principal signed POA with the power agent on 18th Feb 2014. I.e almost 6 month passed.

Under the new rules, a power of attorney holder seeking to carry out a land transaction will have to provide documentary evidence to the sub-registrar to prove that the principal, the person who issued the power of attorney, is alive. The principal has to obtain a "live" certificate with his photograph affixed to it from a registered medical practitioner or a gazetted officer. These certificates are valid for 30 days.

Thanks a lot sir, only photocopy of life certificate attached in place of original in sale deed. indicates that the sale deed executed is not as per law....will submission of rectification deed alongwith original life certificate solve the concern?..
