Licenses for starting pg hostel for women in kochi kerla

I wish to rent a building in Kochi, Kerala and start a PG /hostel facility for ladies/backpackers. What are the legal issues I need to look into? What licenses should I get? Which govt departments need to give clearance for the same ?

You need to take license from Cochin Corporation for the same.
