Lemon Laws

Hello,
There are two New York State Lemon Laws but other American states have only one.

Can anyone explain here what is the reason behind there ???

1. The first New York State Lemon Law pertains to brand new cars, and the second is the New York State Lemon Law covering secondhand vehicles.

2. As of today, other states do not have an equivalent of the second New York State Lemon Law.
