All the legal heirs (brothers) of the property can gift some property to one of their sisters, if only the brothers are the legal heirs.  If there are legal heirs, they shall also execute the gift deed.

In a jointly owned property one of the shareholders alone cannot register a particular share of property without proper partition among the shareholders.

The person (sister) intending to release/relinquish her share in favour of other sister(s) releasor has to get it demarcated / partitioned o specify her share in the intestate ancestral property.
