My father has served in arrmy for his full term of service and retired in 2007.
He was scheduled to be promoted but he did not get promotion to higher rank and his junior were promoted.
Is there nay legal way out ?

If your father got the seniority list of eligible candidates and your is senior then submit the application to the appointing authority for notional promotion as he was already retired. if not received any reply from the departmental authorities, then approach court concerned by consultation with lawyers of your area.
