Legal heir certificate in tamil nadu

I have legal heir certificate in tamil nadu . Can i use it in Goa, The Legal Heir certificate is in Tamil Format

Dear Mr. Pandian, translate the legal heir certificate in to english and then get attestation from a notary public. Afterwards it may be used any where in India.
