Legal heir certificate /family members certificate

My uncle in law expired in 2016,house property is on his name, he has only two daughters, my mother in law is still alive, is it possible to register the property directly, equally on the name of two daughters

No, you cannot,  joint khata on all three legal heirs.

Wife of the deceased and his two daughters are equal heirs to the property.
