Dear Sirisha

Legalheir certificate can be applied under the signature of any of the legalheirs of the deceased. You can apply the same in the name of your mother-in-law, if your husband is not available in the station, else send a form of application for legalheri certificate to your husband, get it signed from him and apply at the appropriage authority.

Your mother-in-law and your husband are give a joint application regarding legal heir certificate and give one affidevit with application at Talati / Society / Corporation / Concern Authority etc... (Applicable in which place)
