legal advise needed to sell aproperty

my father in law has a land which has been transferred to his name from his mother's name(equal share to 3 brothers) and he wants to sell the property to a person outside his family. but few days back he received a court notice stating that 'he cannot sale his property in his name outside his family, if mother is alive'.
 
i believe there is no such law which restricts to sell property outside family (brothers) but want to be sure. Also please advise me if there is no such law, can we have any legal action against people involved in sending this type of notice which i believe is fake and prepared by spending some money with the help of a lawyer.

1) if devided equally he has right to sell to outsider for good price taking into confidence his wife. 2) if ancestral prop came to him but his heirs are there they can stake their claim n issue notice 3)if stranger send fake notice reply suitably through lawyer 4) hope clear else ccotact 9869400938 to refute claim for 2) & 3) above
