leave rule viz a viz HPL

My employer follows Central govt rule in respect of Leave and Transport Allowance. For 10 days Half Pay Leave in a month, proportionate deduction in Transport Allowance was made.
Is it proper, as my understanding is that only in the event of leave for complete month, they can stop my Transport Allowance, in full. But not otherwise.
Request clarity pl.

Yes, Transport Allownce could be denied only in the eventuality of leave or absence of duty for a period of one month or more.

Tpt allowance is payble if one has attended office for atleast 10 days.
