Sir,

    Whether a leave -what ever it may be- is a matter of right ?

As per standing order act 1946 leave is not a matter of right.it is fully depend upon the employer's decision.so you can deny the employee's leave.but you should follow the principle of natural justice.

The procedures for applying/granting/declining leave will be mentioned in the model/standing orders of the company. As rightly pointed out by Mr.Jagannathan, leave cannot be claimed as a matter of right, but procedures have to followed while declining the leave request. Thanks & Regards Kalyan R
