Dear Sir, I have taken technical resignation from Central Railway, Mumbai and joined BSNL on getting relieved from Central Railway in Aug.2010 (Relieving letter enclosed). I have applied for settlement dues in Aug.2010. Leave encashment has to be settled as per OM No.14028/3/2011-Estt.(L) dt.24.05.2011 (copy enclosed) in my case, which gives 100% EL encashment including HPL. But leave encashment was settled by Rly as per Rule 550(D) of IREC-I which is not relevant in my case, whch is only 50% of EL encashment (enclosed). After representing also they are not agreeing.
please suggest me the line of action, since the benefit will be around 20,000/- and it is a very simple case, can i file case in CAT on my own
