Layout formation on agricultural land

Dear Lawyers,

We are a set of land owners owning agricultural land in Karnataka. We are looking forward to engage a developer to setup water lines, sewage, underground electric cables, roads and parks. What kind of an agreement is suggested in this case and what sort of legal scrutiny would be required? Please advise.
