What do you mean by working - volunteering or working as having a job at an NGO?

If you are interested in volunteering positions, you just need to look for an NGO that you are interested in (do your research) and look for available volunteer positions. You can directly contact the NGO via email or phone. This is the best way to get more information about the organization itself, theirs values, goals and projects and of course, meet the team.

If you would like to find a job at an NGO - for many of them, you need a college degree in a specific field (like for example law, medicine, engineering) depending on the NGOs impact and projects. Many NGOs have also job offers on theirs websites, so you could check them.
