If it is only kissing it depends on the nature of kissing as every kissing can not be termed as vulgar, obsence or otraging the modesty of a female. Ofcourse one can not just go about kissing evry woman or girl as no one has a license to kissing. So we have to take the surrounding circumstances in kissing.
