Dar All, is it competent for the District Lok Adalat to proceeds with a matters in which Public Utility Services does not fall under the Act and no Notification issued by the State Government declaring such Services as Public Utility Services?

Dis[pute between the State Bank and the barrower who failed to repay loan to the Bank.

The lok adalat is competant to take up the dispute between the bank and customer. Where is the question of public utility service. I don't understand. Please ask in detail.

Section 22A of the Legal Services Authorities Act,1987: Clause (b) "Public Utility Service" means  (i)........ (vi) please comment.
