You can file the complaint under S.138 of NI Act either in City X or in City Y as per your own choice. Regards. Deepak.

as per NI Act three types of jurisdiction one payer's teritorrial jurisdiction, payee's bank teritorrial jurisdiction,and payee's teritorrial jurisdiction you can file complaint when you prefer.
