In a case of mine, at the time of scrutiny of my petition by the State Consumer Forum it had one member bench (the President only) With in couple of days a full bench of three members (including the President) came to effect. Order on admissibility was delivered after 10 days of date of scrutiny. The orders went against me but it was not signed by the 3 member bench. Since on date of order a 3 member bench was functioning was it not the duty of the President to have discussed the matter with other members
