is it true that in most cases these judges never pass judgments ??

Can a judge go into the proceedings of the matter and then don't pass final judgments - just absence of any decsion

is there any trick to know which judge heard the case but never passed judgment.

more so is there any directive ( verbal / understood / written ) to judges  that either don't pass judgment or don't entertain the cases just dispose of the case for travail reason

In the immediate case I happen to know the case the petitioner informed me that she never requested for dismissal but it has happen

On objection being raised by Sri Manish Kumar as well as the learned State Counsel that the writ petition against the High Court and Vidhan Sabha under R.T.I. Act, jointly is not maintainable, Ms. Nutan Thakur, who has appeared in person, says that the writ petition may be allowed to be withdrawn and the same may be dismissed as withdrawn with liberty to file fresh petition.
The writ petition is, accordingly, dismissed as withdrawn with the liberty aforesaid.
