1. YES .... a duly "Authorized Representative" can attend Court (with the permission of Court) in a Case,  BUT not as a Advocate (which requires registration with the local BAR Council).

Dinesh, for presenting a case in court, which is the job of an advocate, you need to complete LLB plus you have to be registered as an advocate in State bar. in certain cases, courts do allow in person presentation but that is a very rare case and at the discretion of the court.

In case, a person is unable to afford a lawyer he may approch the legal service authorities and after doing some formalities, an advocate will be provided to you by the state and you do not need to make any payment to him.
