Is this repudiation of agreement for sale?

I have an Agreement for Sale for sale of property in Mumbai. It is subject to certain terms and conditions mentioned in the prevailing bye-laws of the Society. This is a very old society (1956) and has not adopted model bye-laws.

The vendor and purchaser submitted forms 20.1 and 20.2 (notice of intention and consent)

As per the bye-laws, the purchase was requested to submit some more documents by the Society.

If the purchaser, in writing, refuses to comply with the prevailing bye-laws of the society and does not submit the documents requested by the Society then can this be deemed to be a repudiation of contract/agreement for sale?
