Is it n.a plot construction permission by gram panchayat is not valid in maharashtra?

I came across this as I'm purchasing a N.A property with resale bungalow constructed on N.A plot in the year of 2013 in Grampanchayat zone, and the permission of constructing house was taken from Gram Panchayat at that time in 2013 itself.

Now when I went to Bank for home loan they are saying Gram Panchayat doesn't have rights to issue the construction permission and it was withdrawn from the year 2012 to 2021 and demanding they need permission of construction from Town Planning Office.

he permission is required from Gram Panchayat/Municipality depending on the location of the land. The Bank is wrong to insist permission for construction on non-agricultural land from town and country planning authority.

You can approach some other bank for loan
